Overview

We are seeking a detail-oriented and strategic Proposal Manager/Writer to support the development, coordination, and submission of competitive proposals, capability statements, and responses to government requests for proposals (RFPs) and sources sought notices. This role will begin as a 90-day consulting engagement, during which the individual will serve in a consultant capacity. At the conclusion of the 90-day period, full-time employment may be offered pending performance and organizational needs. This role is crucial to expanding Honnete’s presence across federal, state, and local government sectors, including public health, healthcare, biomedical research, laboratory sciences, and information technology. The ideal candidate is an exceptional writer who can interpret complex solicitation requirements, collaborate with internal teams, and manage multiple deadlines. This position requires strong organizational skills, creativity, and an understanding of the government procurement landscape.

Key Responsibilities

Opportunity Identification & Research

  • Research and monitor federal, state, and local contracting opportunities using platforms such as GovWin, SAM.gov, and state procurement portals.
  • Identify and assess RFPs and Sources Sought Notices aligned with organizational capabilities.
  • Maintain a pipeline of viable opportunities, including deadlines, requirements, and strategic fit.

Proposal Development & Coordination

  • Coordinate the full lifecycle of proposal development—from kickoff through submission.
  • Create tailored capability statements for various agencies and contracting opportunities.
  • Review and interpret RFPs and Sources Sought Notices to determine requirements, compliance expectations, and response approach.
  • Draft clear, compelling, and compliant narratives, technical responses, and supporting documentation.
  • Collaborate with internal teams (leadership, operations, clinical, finance) to gather information and ensure accurate representation of services.

Compliance, Organization & Documentation

  • Ensure all submissions follow agency formatting, documentation, and regulatory requirements.
  • Track submissions, award status, and key deadlines for follow-up or renewal.
  • Maintain organized templates, proposal files, boilerplate content, and a library of past performance materials.

Internal Support & Content Development

  • Develop and update standardized proposal templates and content to streamline future submissions.
  • Provide internal guidance on government contracting processes, proposal standards, and best practices.
  • Maintain up-to-date organizational capability summaries and past performance documentation.

Relationship Management

  • Build and maintain constructive relationships with government procurement officers and external partners.
  • Serve as a point of contact for clarifications, communication, and early-stage capture activities.

Qualifications

  • Bachelor’s degree in Public Health, Healthcare Management, English, Communications, Business Administration, or a related field.
  • Minimum of 2 years of experience writing, coordinating, and managing government proposals or bids, preferably in public health, healthcare, or behavioral health.
  • Previous experience in government proposal writing or grant writing is strongly recommended.
  • Demonstrated ability to develop high-quality, competitive proposal responses.
  • Strong understanding of government contracting terminology, compliance expectations, and procurement processes.
  • Experience using market research and opportunity-tracking tools such as GovWin.
  • Exceptional writing, editing, communication, and organizational skills.
  • Ability to interpret complex solicitation documents and convert requirements into actionable tasks.
  • Proficiency with Microsoft Office, Adobe Acrobat, Canva, and government submission portals (e.g., SAM.gov, state procurement systems).
  • Ability to manage multiple deadlines independently with a high standard of accuracy and professionalism.

Job Types: Full-time, Contract

Pay: $50,000.00 - $60,000.00 per year
